In the heart of Chicago, the Wolf Point property in the posh River North neighborhood was the subject of many development proposals over the years. Finally in 2012, plans emerged for the $1-billion project to be constructed on the 3.9-acre site, on the northeast side of the Y-shaped confluence of the north, south and main branches of the Chicago River. The catch? The development would start with construction of a 5,600-square-foot (225 x 25) garage under an existing bridge structure that had to remain open at all times.
